HB 824 Pay to Play Legislation- Prohibits contractors from making political contributions to the office holders that award their contract: a practice derogatively known as “pay to play.” (Public Act 095-0971)
HB1279 AEDs at Physical Fitness Facilities- Amends the Physical Fitness Facility Medical Emergency Preparedness Act. Requires that outdoor and indoor physical fitness facilities have at least one automated external defibrillator (AED) on the premises. The facility must also ensure that there is a trained AED user present during all physical fitness activities. Does not include any outdoor facility owned or operated by a park district. Every privately owned or operated outdoor physical fitness facility must be in compliance on or before July 1, 2009. (P.A. 095-0712)
HB2254 Construction Bids for Emergency Operations Center- Amends the Illinois Procurement Code. Eliminates the waiver of the requirement that the 5 subdivisions of construction work be separately bid for construction of an Emergency Operations Center. Permits the waiver of requirement during the next 3 years for Capital Development Board projects if specified conditions are met. (Public Act 095-0758)
HB 4178 Consumer Fraud-Internet Gaming- Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that an Internet gaming service provider that provides service to a consumer, for home and personal use, for a stated term that is automatically renewed for another term unless a consumer cancels the service must give a consumer who is an Illinois resident: (1) a secure method at the Internet gaming service provider's web site that the consumer may use to cancel the service, which method shall not require the consumer to make a telephone call or send U.S. Postal Service mail to effectuate the cancellation; and (2) instructions that the consumer may follow to cancel the service at the Internet gaming service provider's web site. Makes it an unlawful business practice for an Internet gaming service provider to violate the new provisions. (P.A. 095-0765)
SB 730 Lawn Sprinkler-Rainfall Sensor- requires all automatically operated lawn sprinkler systems to have furnished and installed technology that inhibits or interrupts operation of the system during periods of sufficient moisture or rainfall. Does not apply to golf courses or agricultural lands. (P.A. 095-0421)
